Confusing hours

The price at this station isn’t going down at all even with the state dropping the taxes…what is going on here? Prices are dropping down at stations all around, but not here.

Too many people park at the pump for reasons other than to get gasoline - shopping, talking with others parked at pump but not pumping, waiting for a friend or other vehicle to arrive or complete their purchase.
