Credit card readers at the pump hardly work!!

On May 15, 2023 gas price was lower than the gas stations that I drove by that day I went to the pump and every pump had a note that credit card is not working need to go inside I did and asked for $30 on pump 6 the guy behind the counter asked don’t you want to fill up and I said no I went my way and then came back maybe 2 hrs later and filled up. Same day I received a notification from the credit card that the $30 that I used the first time was $39 and disputed my second transaction was correct. Now why are those transactions from Valero showing 2 different businesses names one was Jounieh and the second one was MEX are they hiding money from the IRS and ripping off people at the same time
